中国水资源消耗强度评价与聚类分析

摘要:

为科学推进水资源"双控行动"工作,更加全面地对水资源消耗强度水平进行刻画,本文尝试以整体和部分兼顾、过程和结果并举的方式构建水资源消耗强度评价指标体系,并在此基础上对2015年中国31个省级行政区水资源消耗强度水平进行了实例分析。此外,为对不同地区水资源消耗强度水平进行深入比较和评估,本文采用FCM模糊聚类算法将中国31个省级行政区划分为了六类,认为同一类中的各省级行政区在水资源消耗强度水平上具有较强的可比性。结果表明,本文的研究能够为水资源消耗强度的评价提供衡量工具,并为地区间水资源消耗强度的比较和对比提供解决思路,以此为提高区域水资源管理能力、评价和推进水资源管理"双控行动"的控制水平提供科学依据。

Abstract:

For a better practice of the "Double Control Action" and to give a comprehensive description of the water consumption intensity, this paper attempts to construct a water consumption intensity evaluation system in a way that combines overall and partial considerations, consists of processes and results. Based on the data of the 31 provincial regions in 2015, the intensity of water consumption is evaluated. Moreover, in order to further compare and evaluate the water consumption intensity levels in different regions, the FCM clustering algorithm is adopted to classify the 31 provincial-level administrative regions into six clusters, assuming that regions in the same cluster are comparable. The results show the research in this paper can provide a measurement tool for the evaluation of water consumption intensity, and provide solution for the comparison of water consumption intensity between regions, so as to improve regional water resources management capacity, evaluate and promote the management level of "Double Control Action" as a scientific basis.
