目前我国水资源用水总量控制与定额管理缺少有效的协调保障技术,文中从分析影响用水总量控制与定额管理相协调关系的主要因素入手,构建了包括总量控制和定额管理相互协调的调控原则、调控模式、调控方法和促进两者协调的措施方法在内的总量控制与定额管理协调保障技术体系,为解决实际管理中存在的总量控制与定额管理不相协调问题提供技术支撑,使总量控制与定额管理有机结合、互相匹配。

At present,there is lack of effective support technique for coordination between the total amount control and quota management of water resources in China.The main factors affecting the coordination between the total amount control and quota management are analyzed herein,and then the support technique system for the coordination between the total amount control and the quota management is established,which consists of the control principle,control mode,control method for the coordination along with the relevant method to promote it.This system provides a technical support for solving the problems from the incoordination between total amount control and the quota management during the actual management and gives harmonious combination and matching between both the control and the management concerned.
