砒霜厂搬迁遗留场地的典型污染物及岩土工程管控措施

摘要:

与城市工业污染场地不同,矿区内砒霜厂搬迁遗留地块由于远离密集居住地等敏感目标,具有特别的环境风险特点。以某土壤污染综合防治先行区某砒霜厂遗留场地治理为典型案例,在对风险因子进行分类分级的基础上,以风险管控为导向,基于"源-途径-受体"风险三要素构建了适合于矿区污染场地的风险管控措施体系:高风险污染物原地建设刚性填埋场进行处置;中风险污染物和高浸出风险污染土壤实施固化/稳定化处理后原址阻隔填埋;低风险污染物和低浸出风险污染土壤采用原位阻隔、工程管控措施后在场地表层进行生态恢复;采取场地周边修建截洪沟以防止雨水进入场地等措施进一步降低污染风险,同时建立长期监测体系和污染风险预警方案,以控制治理后场地的污染风险。治理工程的成功实施为本先行区乃至今后全国重金属污染场地全过程风险防控提供了有益的经验并起到示范作用。

Abstract:

Unlike the urban industrial pollution sites, the legacy sites of arsenic factory in mining area had their unique character due to the sites stayed away from the sensitive target such as the dense residence. This paper introduced a remediated case of arsenic factory which relocated in mining area in one pilot area of comprehensive prevention and control. The risk factors were classified and ranked, and then risk manage and control measures system which fitted to the site of mining was built based on the source-pathway-receptor and the guide of manange-control. The high risk pollutant was managed by the rigid landfill built in situ; The medium risk pollutant and the high leaching pollution risk soil were buried after the technic of solidification/stabilization, then the vegetation was planted on the spot; The low risk pollutant and the high leaching pollution risk soil were isolated in situ and then the plant was carried out on the basis of barrier;The intercepting flood ditch was built around the site which can prevent the inflow of rainwater in order to further reduce the risk of pollution. At the same time, the long term monitor system and early warning scheme were built in order to control the risk of remediation. The successful implementation of this project could provide the beneficial experience and set an example for the overall process prevention-control of heavy metal contamination to the pilot area even the whole country.
