2021年7月中旬,因持续性强降水天气,河南发生“7·20”特大洪涝灾害,造成重大人员伤亡和财产损失,中国安能集团作为应急救援国家队,第一时间作出应急响应,快速组织救援力量抵达现场展开救援工作。针对本次洪涝灾害存在雨情特殊、灾情特殊和地域特殊等特点,以及救援队伍所面临的快速到位、同步救援、抢险能力和安全风险等考验,中国安能集团利用自身科学完备的应急组织指挥、专业高效的应急救援能力和优势明显的思想政治等组织抢险救援,成功处置了水库排险、决口封堵、城市排涝等灾情,并从中所获得几点启示,可为今后处置同类型灾情提供借鉴。
Abstract:In the middle of July 2021, due to the continuous heavy rainfall, the "July 20" catastrophic flood disaster occurred in Henan, resulting in heavy casualties and property losses. As the national emergency rescue team, China Anneng group made an emergency response at the first time and quickly organized rescue forces to arrive at the scene to carry out rescue work. In view of the characteristics of this flood disaster, such as special rain conditions, special disaster conditions and special regions, as well as the tests faced by our rescue team, such as rapid arrival, synchronous rescue, rescue ability and safety risks, China Anneng group uses its scientific and complete emergency organization and command, professional and efficient emergency rescue ability and obvious ideological and political advantages to organize rescue. The disasters such as reservoir risk relief, crevasse plugging and urban waterlogging drainage have been successfully handled, and some enlightenment has been obtained, which can provide reference for the disposal of similar disasters in the future.
