摘要:

水权交易是通过市场机制优化配置水资源的主要手段,是我国当前水资源管理改革的重要方向之一。由于水资源系统的复杂性和水市场研究的多学科交叉特性,目前我国水权交易研究的成果虽多但视角广泛,系统性和实用性不强。系统梳理了2000年以来中国水权交易研究的历程和阶段特征,提出我国水权研究的三个发展阶段:2000—2007年为理论探索阶段,主要探讨水市场在我国的必要性和制度路径;2008—2013年为技术发展阶段,典型特征是提出了定量数学模型用以优化水市场交易规则;2014至今为实践推广阶段,建立了基于我国水权交易平台实证数据的水权交易模型。目前,我国已建立了适用于中国国情的水市场理论和相应的成套技术方法,开展了大量的水权交易实践,有效促进了水资源的高效集约利用。然而,目前的水市场研究尤其是交易数学模型对复杂水文条件和水资源利用特征考虑不足,实用性不强,未来研究的重点方向之一是建立面向水市场的、基于水联网数据驱动的流域"水文-生态-经济"集成模型,为我国水市场的建设和评估提供更有力的技术支撑。

Abstract:

Water rights trading is one of the most practical pathways for global water governance reform. However, due to the complexity of water resource system and interdisciplinary nature of water trading research, existing studies in China vacillated in a wide range of research spectrum. This leads to the gaps in systematicity and operability of water market studies in China. The researches on water rights trading in China were overviewed since 2000 and three development stages of the studies were proposed, including the theoretical exploration stage(2000-2007), the technological development stage(2008-2013) and the practical stage(2014-2020). In the first stage, the focus of the studies was on the necessity and institutional path of establishing water market in China. After that, quantitative mathematical models were developed for designing the water market rules in the second stage. Recently, in the third stage, the empirical trading data in China was involved in the modeling for more realistic application. Given this, a water market theory and corresponding technical methods suitable for China′s national conditions have been established, supporting a large number of water rights practices, and effectively promoting the effective and intensive use of water resources. However, there are still insufficient considerations of complex hydrological conditions in current models. It is proposed that one of the key directions of future research is to establish a water market-oriented and date-driven "hydrology-ecology-economy" integrated model for further innovating China′s water market research.
