依据水利工程建设标准强制性条文的特点,从条文理解偏差、条文动态变化、不适于强制执行和执行中存在薄弱环节等四方面分析了强制性条文在执行过程中的问题。

Based on the characteristics of the compulsory provisions of engineering construction standards for water engineering,the problems from the implementations of the compulsory provisions are analyzed herein in four aspects,i.e.the deviation from the understanding of the provisions,the dynamic change of the provisions,not adaptable to be compulsorily implemented,the weak links during the implementation,etc.
