针对水权转让所导致农业效益减少的计算方法,本文对是按照单位耗水量产生的总效益还是分摊效益计算;是按照灌溉总耗水量的平均单位效益还是边际效益计算;效益计算是否应该考虑时间因素等3个重要问题进行了深入的理论分析和实际定量计算。对若干重要计算参数给出了率定方法,提出了一套效益减少的计算方法和公式,并给出了宁夏水权转让的应用计算案例,结果比较合理。

So far as the method for the calculation on the agricultural benefit reduction caused by the water right transfer is concerned,deep theoretical analysis and actual quantitative calculation are made on three important issues,i.e.whether the calculation is made with the total benefit or the shared benefit of the unit water consumption;whether the calculation is made with the average unit benefit or the marginal benefit of the total water consumption,whether the time factor must be taken into account of the benefit calculation or not;from which the rating methods for some important parameters are given,and then a set of methods and formulas for the calculation is also put forward.Furthermore,the actual calculation on a case of water right transfer in Ningxia with a more reasonable result is presented as well.
