通过设计合同条款,明确目标管理、相应的合同激励机制,以及对等的惩罚机制,龙岗河干流综合治理一期工程创造性地将合同激励和目标管理完美地结合,从物质和履约方面给予明确要求,诱导工程承包人从自身的利益出发,形成了物质激励与精神激励相结合的激励机制。从而使工程项目目标管理取得了巨大的成功,在满足质量和安全的前提上,确保了在深圳大运会前顺利通水。
Abstract:Based on the terms of design contract,the definition of objective management,the corresponding incentive mechanism of contract and the relevant punishment mechanism,a perfect combination between both the contract incentive and the objective management is creatively realized during the implement of the Phase I of Comprehensive Improvement Project of Main-stream of Longganghe River;i.e.the contractors of the project are induced to do their work from the considerations of their self-interests under the definite requirements from the aspects of substance and contract performance,and then an incentive mechanism combined by both the substance incentive and spirit incentive is created.Therefore,a great success of the objective management of the project is obtained and the successful water conveyance before Shenzhen Summer Universiade is ensured under the premise to meet the requirements of quality and safety.
