摘要(Abstract)：

【目的】农村应急管理中普遍存在的碎片化特征，严重制约了应急管理效能的发挥，已成为学界和实务界关注点的焦点议题。【方法】在阐述应急管理碎片化内涵的基础上，通过构建“理念-体系-能力”分析框架，综合剖析了农村应急管理碎片化的多元化表现及驱动因素。【结果】结果发现：(1)农村应急管理呈现出理念碎片化、体系碎片化和能力碎片化。(2)理念碎片化体现为“重发展”但“轻安全”的价值偏差、“重处置”但“轻预防”的目标偏差、“高风险社会”但“低风险意识”的认知偏差。(3)体系碎片化体现为分散且权责不对等的组织失衡、缺失且衔接不顺畅的制度失衡、缺位且合作不充分的主体失衡、多元且需求不均等的客体失衡。(4)能力碎片化体现为业余化且经验化的全过程能力不足、细碎化且自媒体化的信息能力不足、机械化且粗放化的“智”理能力不足。【结论】基于整体性治理理论，提出了农村应急管理碎片化的整体性治理策略：(1)对于理念碎片化，要统筹发展与安全、加强全过程应急管理、构建应急文化提升风险意识。(2)对于体系碎片化，要加强组织设计的平衡性、完善制度设计和实施、推动多元主体共同治理、协调统筹多元客体利益诉求。(3)对于能力碎片化，要提升全过程应急能力、提升信息能力、推动智慧应急。研究成果对于破解农村应急管理碎片化问题，提升应急管理整体性治理效能具有参考价值。
