一种电量双轨制下考虑基本调峰分配公平的日前机组组合模型A day-ahead unit commitment model considering the fairness distribution of basic peak regulation under dual-track system of electricity

摘要(Abstract):
新能源高占比电网运行中,基本调峰的功率调节数量激增,直接交易合同执行与新能源消纳间的矛盾凸显。针对基本调峰任务分配不公平问题,以机组调整改变负荷率所引起的运行成本与损耗的数量增加为依据,利用基尼系数构造了可衡量基本调峰公平程度的量化指标;为了解决交易合同执行与新能源舍弃之间的冲突,设计了新能源舍弃惩罚因子与直接交易合同违约惩罚因子;基于公平量化指标和惩罚因子,构建了双轨制电量配给下考虑基本调峰调整量公平的日前机组组合模型。仿真结果分析表明:基尼系数约束下可使在无约束下机组数量占比近50%的不参与调节的小型机组参与调节,同时系统收益降幅仅为0.18%,而平均分配情况下系统收益降幅为6.5%;系统总收益随着交易电量的增加而呈现先升后减的趋势,拐点是由弃风和交易消减所致,降幅为6.5%;参与交易的机组种类和数量越多,合同签订的时间尺度越长,则系统总收益越显著。
