流域水权制度体系框架及其在东江的分析应用Watershed water right system framework and its applicationin Dongjiang River

摘要(Abstract):
针对流域水权制度建设的系统性问题,从宏观层面分析水权制度的完备性,基于我国现有的水权制度安排和实践经验,将水权制度分解为三个层次和三个维度,提出了流域水权制度的体系框架。三个层次的内容包括:初始水权分配、水权调度实现和水权交易。初始水权给出了用户的长期水权指标,水权调度实现明晰了用户当年的用水指标,水权市场允许用户对长期水权和当年水权进行交易。三个维度包括:量质、时间和空间,要求明晰水权在各个空间点和时间段的数量和质量,以确保水权体系的水文完整性。将框架应用于广东省东江流域,分析了东江流域水权制度中适用于丰水且水质性缺水地区的典型特征,结果表明:东江的水权制度建设需进一步完善用水总量指标的水文封闭性、水权与水量调度规则的衔接性以及水权市场规则的完整性。研究成果对流域水权制度研究与实践具有一定参考价值。
