成渝地区双城经济圈用水效率及节水潜力研究Research on water use efficiency and water saving potential of Chengdu-Chongqing Economic Circle

摘要(Abstract):
【目的】为实现“十四五”水安全保障规划目标及成渝地区双城经济圈战略地位,开展用水效率研究对节水型社会构建具有极为重要的意义。【方法】通过构建基于农业、工业、生活、生态及其效益的用水效率指标体系,依据最小信息熵原理对熵权法-信息量权重法进行组合赋权,采用不同决策机制系数下的VIKOR法计算利益比率以拟合TOPSIS相对贴近度,确定2016—2020年成渝经济圈用水效率以及水资源使用偏好,并分析圈内各地市用水效率影响因素,根据节水潜力计算方法确定各地市行业节水潜力。【结果】结果表明:成渝经济圈用水效率在决策机制系数为0.95时评估结果与现状一致,利益比率指数从2016年的0.779 7减小至2020年的0.701 2,整体用水效率提升10.07%。农业、工业、生活增幅均为20%左右,生态用水效率基本维持不变;资源、经济、社会效益均有小幅上升,而环境效益下降29%。成渝经济圈节水潜力总量为38.73亿,占现状年用水量的14.55%。【结论】研究期间成渝经济圈用水效率总体呈上升趋势,区域水资源偏好产生最大效益,生态用水效率和环境效益急需提升以满足城市发展需求。不同地市用水效率差异较大,城市定位以及产业用水结构对其有较为显著的影响。各地市行业节水潜力结构有所区别,大部分地区农业节水占比大,成都、重庆两大中心城市生活节水潜力显著。总体节水潜力较为可观。
